CLIPPER'S NEW 2.5 MW LIBERTY TURBINES TO POWER FIRST WIND POWER PROJECT ON LAKE ERIE'S U.S. SHORES

Agreement Secures Some Of The First Commercially Available Clipper 2.5 MW Liberty Wind Turbines With Unique Distributed Powertrain Technology

CARPINTERIA, CALIFORNIA – July 24, 2006 – Clipper Windpower today announced that under a supply Agreement with UPC Wind, eight of the Company's first commercially-available 2.5 MW Liberty wind turbines, the largest wind turbines assembled in the U.S. and the first to deploy a unique distributed powertrain, will be utilized in the Steel Winds Wind Farm, the first wind power project to be built on the U.S. shores of Lake Erie.

Located just south of Buffalo, New York, in the suburb of Lackawanna, the Project is currently under development by UPC Wind and its partner BQ Energy. Sited along the Lake Erie shoreline, the Project will provide for the redevelopment of land long occupied by an abandoned steel factory. Project completion is expected by year-end 2006.

Under the terms of the Agreement, in addition to wind turbine supply, Clipper will provide wind turbine installation supervision and operations and maintenance services for a period of five years. The Agreement secures some of the first commercially available Clipper 2.5 MW Liberty wind turbines currently being assembled in Cedar Rapids, Iowa, USA. "We are excited to be installing the Clipper Liberty wind turbines at the Steel Winds site" said Paul Gaynor, UPC Wind's president and CEO. The Liberty wind turbine is among the largest land-based wind turbines in the world and therefore provides economies of scale, enabling greater electrical capacity to be installed with fewer wind turbine installations."

The Project's Liberty 2.5 MW wind turbines are designed to mitigate loads to components found in many of today's multi-megawatt wind turbine designs through Clipper's patented Quantum Distributed Generation Drivetrain ("DGEN-Q") and the use of four unique permanent magnet generators. Proprietary variable speed technology also enables operation in a simpler, more efficient manner than standard wind turbine technologies. Grid integration is achieved through power factor regulation technology with ride-through capability which exceeds current and planned standards for electric grid operation; a 2-ton on-board crane simplifies maintenance to significantly reduce service-related costs. The 2.5 MW Liberty turbine installation can be accomplished with a crane sized for standard commercial 1.5 MW units.
